Medieval Twitch skin drop?

So I am curious as to what the drop rate is for the Medieval Twitch skin shard? I have been honor 5 for several months now, yet every honor capsule I received had regular ski s. However, I see this skin everywhere. I regularly receive honor, yet I have no clue if that increases my chances of receiving the skin or not. Unfortunately, I keep seeing less than honorable people using the skin. Today i played a game of poro king and one of my teammates banned the champion that I declared I wished to use in champ select, and when I called him out in champ select, he said "I got you baby". Then, throughout the game he proceeded to say in all chat that I had banned his kogmaw (he had designated in champ select that he wanted twitch and played twitch ingame using the medieval skin, I was the one that had selected kogmaw and did so after everyone else had already designated who they wanted), and asked the enemy team to report me and when I told the other team he was trolling me and banned my champ, he called me toxic in all chat. We ended up losing the match, and as we were losing, he kept saying in all that that we wouldn't be losing if I had not banned away the champion he wanted. My teammates stood up for me and asked enemy team to report the twitch for lying and being mean. This is not the first time that a player using the medieval twitch skin has been unhonorable, and it is by far not the worst offense of the players that I have played games with who were toxic while using the skin. It just seems sad that these players have a skin that you get through honor, yet are not that honorable (they don't have a special border as on they had the skin from the early seasons for friend recruitment, so I'm assuming honor). I would like to get the skin and I would like to believe that ever honor I get gets me closer or a better chance, but I am now wondering if it is purely luck and I am just unlucky, because a lot of twitch players are sporting it in my elo, but I have been honor 5 since after the 1st or 2nd month that they introduced honor system, and yet my honor capsules (which I can't remember the last time I received one to be honest) usually contain a regular skin shard of something I can just buy in store. Well, this is long winded, guess I'm just tired of seeing the skin get used by some pretty mean people and am wondering if honor amounts (I receive at least 1 honor every other game I play on average) affects the odds of receiving the skin or if it is just luck or some other way to increase the odds. Anyone have any thoughts on this? To be clear, this is just a game and I don't think anyone should be rude to anyone else over a computer game, regardless of how passionate you may be, but it happens from time to time. I am not saying you have to be a saint to receive the skin, I am merely wondering how much honor one needs or consistency to receive the skin. I think the honor system is a great implementation by Riot and I ha e noticed a significant decrease in toxicity in the games I play ever since they implemented the system. If a Riot employee sees this, please keep up the good work Riot!
