someone reported me for saying "bye" when i ganked them and killed them, they said thats unsportsman like and that i should be banned?!?!?!? it's not like im saying "oh go **** yourself" or "you are bad, uninstall noob" i just said "bye".

That's fine. If that's all you did, the system will review the game from his report, see there was nothing wrong, and it won't count against you.

I think a lot of people are misguided here. You can talk a little bit of trash and be completely fine. Its when people do it excessively or say things that are out of line, that's when they get punished.
