bot program cheating 3rd parties

after all the bot programs I have seen in aram lately I feel that riot is allowing them, and even putting them in the game themselves, what other explanation can there be for the massive amount there is in the game now

I know someone will say riot does ban them, and will ban them in waves, but where is the proof of that, it seems to be just what people think someone will also say riot is doing a good job of banning them, clearly NO also low mmr, I'm talking about playing unranked aram/tt, which raises a good point, if riot just puts bad playing bots in low level games, it wont upset the hardcore players, therefore they wont care and will rubbish this issue, I see it in so many posts on here a bit of a conspiracy theory, if riot just puts bad playing bots which are so bad they cannot beat players in the low end of the game, they can fudge the numbers of players actually in game and make figures look good for some unknown reason complete garbage that riot cannot detect/prevent them from happening, I find that unbelievable, why not just put in the low level games a security like that to log in here to identify a player as human in game, that way it would not affect the hardcore gamers

the main point is, this is so serious that it should not be ignored, it should be a massive red alert to the game creators, unless they have ulterior motives now I am just a occasional gamer who just wants a fair game, without some outside influence wrecking a otherwise good game, I am never toxic I just play, but this bot issue is so painful
