Level 0 Honor

Am I permastuck at level 1 honor due to the bans that have been placed on my account, or will I eventually be able to get out of level 1? Asking this because I got a single J4 champ shard from a chest, and got a little tilted from that, ntm its been a long time since Ive been unbanned I think. I miss the old lootbox grind
