How is this guy still playing?

Long story short i fought a top lane nautilus who was silent 80% of the game. All he did was spam his mastery rank 6 and farm with me top lane. But, the last 20% of the game this dude lost it. He said some extremely rude stuff, but the only thing he would deserve would be a Chat Restriction or something like that.

But this is where things get nasty. He then proceeded to friend me, (Me talking to my duo queue friend i decided "lets see what he has to say".) He then proceeded to say these exact words. WORD FOR WORD. i have no changes done to this. I have pictures of this to prove it. but its a rule in the forums that (No witch-hunting) is allowed. NONE OF THE WORDS BELOW ARE MINE.                  I recently checked this guys match history. It says he's still playing. I don't know about you guys, but I strongly believe that this guy's account should be permabanned. I've already sent a ticket in with all of the Pictures of proof. I just would like an answer from a red saying why this guy is still playing. I get it that some people don't deserve such severe punishments, but this guy crossed that line. I strongly believe that anyone who says "KYS" in chat should be instantly chat restricted.
