Did RIOT change the parameters for a queue ban? What the hell?

1. Yes, I sat at base to wait for a some gold to accumulate for an item.
2. Yes, I stood behind a tower waiting for my carry or jng to arrive. (both for less than a minute.)
3. No, I didn't receive any "You must become active message"
