My most recent game I played, I had 4 "teammates" flaming and complaining all game and i reported them. So why does Riot say the tribunal system takes care of people when most flamers don't have any punishment towards them? Was that just removed all of a sudden? Is riot encouraging more flamers now or what, because it sure seems like it. #FlamersDontGetBannedAnymore

Erdrik2 votesIncorrect. You only get the notification if you are the report that resulted in punishment. As far as Im aware it works like so:
Player A reports Player B. Player B is still below the threshold required for review. Next game Player C reports Player B. Player B is now above the threshold required for review. Player B's games are reviewed and is punished. Player C receives a notification.

I do believe riot is way too lenient in that aspect. It'll harm way, way too many players before flamers are removed - and will return in one form or another. Though that's just my opinion and I'm not taking the perspective of the flamers into consideration.
