You can submit a support ticket if you feel the ban was in error. Riot does not reduce punishments, including permanent bans, unless you did not violate the rules at all in the logs you were given.

When you had a 14 day ban, it would’ve given you a warning that said that further misbehavior would result in a permanent ban. If you are confused on how you misbehaved, you’re free to post your chat logs here for review.

I had a 10 game chat ban, two 20 game chat bans, one 7 day ban, two 14 day bans. Still here. I have reformed and refrained from being toxic because I learned that if you don't fight back or talk "trash" to other people and be positive, you can win games easily.
