Do players, who intentionally feed, actually get punished?

Last game, I had a Thresh who ran into their team constantly. His final score was 1/17. He explained, after the game, that he only fed because our team questioned why he went into their jungle 1v3ing. He then proceeded to say, "Next time, don't ask why or else I'll feed." There was another Ashe on the enemy team who was defending him and started using racial slurs, but reported her under verbal abuse and etc.

I understand Riot punishes players who are toxic and uses racial slurs, but do they actually look into those who intentionally feed?

Yes, Riot gives 14 day and permanent bans for intentionally feeding. It can be difficult to prove it much of the time, but when they are caught they do get banned for it.

Generally, no. The automated system is extremely ineffective and lenient when it comes to banning feeders due to "just a bad game". Its definitely possible for Riot to manually look into it, but that rarely happens.
