Short and sweet suggestion:

 After watching the video that detailed the coming changes after this season, I considered this suggestion while a 4 v 5 match agreed to a remake. I put the concept together when the announcement text box appeared on the score page. It details that you don't earn IP/EXP for having a game remade. It doesn't count against you, nor for you in promos. An automatic report is sent about the leaver, and they can't earn honor. To add insult to injury, and for wasting people's time, I think we should be compensated, not rewarded, on behalf of our disrespectful teammate. The enemy and allied teams should receive something arbitrary like 5 IP. It's so minuscule, that the effect won't be significant. However, with a little personal experience following one of the games that was labeled a remake, I was still 5 IP short of the number I need for a rune. Also, I think the IP should be from the AFK player. I know what you're thinking, "But what if they don't have 45IP? Should Riot give it to us?" No. Riot should allow IP numbers to go negative. It's essentially equivalent to less than one win, so getting back to positive numbers immediately, is possible. I think this is just and simple. You leave, you pay. Summoners that aren't AFK don't feel "as annoyed" when they agree to a remake. Everyone's time will not have been entirely wasted.

Feels easy. Addresses a few details effectively and highlights Riots' consideration for improving the player community. Basically, AFK summoners will have a minute repercussion added to the violation of the Summoner's Code. When someone goes to play ARAM or a Normal game, neither of which are ranked, there's less accountability to stay. If I go AFK or leave for any reason, I'm forced to wait on a timer before being allowed to join Queue. Anyone else know the way around that? The timer starts immediately. If I get a champ I don't like in ARAM, and change my mind about trying them out during the loading screen, I shut my computer off and go somewhere else. Timers aren't punishments in those scenarios, and I sincerely believe they make up a larger percentage than most would think. 5IP to the summoners that respect one another to fulfill their role on the team, good, bad, or otherwise, will be made the example not problem. With this idea in place, going AFK then elsewhere and back, will eat the timer issue and they can continue to waste people's time. Let's make their disrespectful respect respectful summoners respectively. (And yes, the previous phrase is grammatically correct!)
