AFK XP/IP farming

I've seen lots of people doing it (even saw it in normal game). I think it doesn't fair to other players and is close to using bot. So, is it reportable? Will riot do something to prevent it?

In case you don't know how it works.

1. Put a pink ward on a jungle camp.
2. Automatically aa from the other side of the wall.
3. The monsters will go to you, but walk back halfway.
4. Repeat step 2 when they're back in aa range.
5. By doing this, you can avoid leavebuster system. It doesn't matter even if someone kill the camp because they will spawn before leavebuster timer. http://oi67.tinypic.com/2r44x2h.jpg
