Appeal for Chat Restriction

I have already sent in a ticket but I was wondering if people discuss chat restrictions here?

I'll offer my thoughts if you'll have them. Please keep in mind these are general thoughts and I can't comment on your particular case unless you share your chat logs (you can edit them into your original post):

You claim you were "defending [your]self from trolls". First of all, did they stop trolling? I believe there's a 95+% chance they didn't. So your "defense", considering it had virtually no chance of changing anything, was not "defense" but retaliation. You weren't fighting fire with water, you were fighting fire with fire - instead of just calling the fire department (reporting them).

Secondly, you don't know who reported you. If you talked in all chat, it very well could've been the enemy that reported you. You cannot assume in this case that it is a particular person reporting you. Further, you shouldn't care who reports you or doesn't, because as long as you are behaving properly (which you weren't in this case, based on the fact you were punished), you won't get punished. You can be reported by 9 people every single game but if you're behaving properly literally nothing will happen.

Bottom line: don't retaliate - it just furthers the negative attitude that whoever you're retaliating against is creating. Furthermore, there's virtually no chance your "defending" (retaliation) is actually going to change anything - and thus there's absolutely no purpose for it.

Yes, you are free to discuss any type of punishment here. However, starting a discussion here is more for talking to the community, as Rioter's very rarely respond to posts here. If you don't mind that, then feel free. If you want to discuss it directly with Riot and no one else, then the support ticket is the way to go and you'll need to wait for a response.
