so this video of vandiril legit happened to me 3 days ago. i did realize that something is wrong but i wasnt sure whats going on. now this vid came up and im worried, may i get banned? i REALLY didnt realize i used a bug.

You should be fine. It doesn't hurt though, if you remember what game it was in, to go ahead and report it to Riot in as much detail as possible, and try not to let the bug happen again.

One game? Probably not abuse. People who abuse bugs tend to do it in games in a pattern or try bugged items on champs they aren't normally played on.
If you just had it happen in one game you should be fine imo.
