Honor system

I have gotten very angry at this honor system lately, ever since the new patch releasing it I have been upset. Reason is is that I have stayed at honor 2 for a very long time while everyone else has been leveling up, I'm not toxic and I hardly never talk in chat. Just yesterday I was downgraded to honor 1, and this is where I flipped. I was very confused on why I was given this bad rating, It says due to recent penalties I am restricted from getting rewards. I have no idea how I was given such a bad rating, I haven't gotten any penalties except leaverbusters but I haven't gotten one in 5 months. Please tell me why this is happening I am very confused and upset.

RIOT won't tell us but I would be willing to bet money that the little petty children made it so if you even get reported in a game or you have previously been punished before this new system, your honor climb slows. I am still level 2 myself and since the inception of the new honor system this account has not been punished at all for anything, NOTHING. I have well over 150 games or so played. Maybe over 200, yet I am still 2. It's very biased I am sure and for the reasons that I said would make sense even if RIOT don't.

If you were issued a chat restriction for toxic communications or a leaverbuster penalty, your honor level drops.

Do you honor someone every game and get post game honors some/most of the games?
