It is infinitely easier to evaluate chat logs than it is to differentiate between bad game/lag/noobishness/skill mismatch. Intentional feeding often requires a manual review rather than an automated evaluation.

True, yeah, agreed. Except we're all humans, this is an online game, and if you honestly think that, you arent really in touch with reality. Can you tell me with 100% honesty that you are perfectly okay with having people intentionally ruin a game for 8-9 other people, and you have never said anything negative to one of those people? it sucks because you know the game is a waste of time and you have to find a way to not afk still because the leaverbuster will get you as well. so it's really just 45 minutes of your life gone and a potential risk to further waste of time or losing a valuable account for utterly no reason at all and there is nothing you can do about it.
Why flame them? Just report and move on. It's annoying and a waste of time I get it, but flaming other allows for yourself to be punished too.
