I believe that being toxic in game chat should NEVER be punished via suspention and banning. The problem gets completely solved by permanently muting them. Maybe after a certain amount of time they will be able to to talk again.
I'm a little confused about your suspension. You are stating that he should dodge if he has 300 ping and??? How is that grounds for suspension. You are indeed right, if you have 300 ping then either dodge the queue or leave the game for 5 minutes and fix the problem.
