A question for riot

So with 4 months left in the season and people trying to get to gold+ for the rewards I keep getting random friends requests from people and they are trying to offer me a deal to have them elo boost my account ofc I will not go for it EVER as I care for my account way to much to risk such a thing nor do I want something that I didn't earn myself. My question is what is riots plans or idea on how to combat these elo booster and people that pay money to them? I only saw a pair of elo boosters in one of my games so its not bad at all "yet". Follow up to that question should I report these said elo boosters at the end of game screen for "cheating?" or would it be better to send a support ticket on this if I strongly believe someone is infact elo boosting?
