Can't leave honor 0

No matter how long i go with being nice or not even talking at all I can't leave honor level 0. Not being able to get any rewards at all other than leveling up is ruining the game for me, I know the rewards are supposed to be for good behavior, but I don't even flame half the time and I can't leave honor 0. The reset didn't take me out of honor 0 either, I feel like once you hit honor 0 riot no longer cares about how well you behave you're just stuck down there forever.
