You can't get a 9 game chat restriction. This likely means the penalty was from the game before.
Post the reform card that is presented upon login if you'd like to have a discussion about it.

I didn't do it as hateful as they did though.
as hateful, yet you still retaliated and were continuing the toxicity they started.
In league -- just as in real life -- resorting to the same or similar verbal diarrhea and engaging with toxic people, does no one any good and solves nothing except to escalate toxicity around you.
You are responsible for your own words and actions, and League holds you accountable for what you say as an individual. Those other players will get punished eventually, if they continue their type of behavior; you are only notified if someone is instantly punished by the system if it was your game/report that sealed their fate, and then it's only when banned through the automated system.
Remember kids -- two wrongs never make a right. If someone is harassing you, note who they were, mute them, finish your game and report them afterward.
This is just common sense stuff, and you will learn this as you mature in life.
