Obviously the system isn't gonna be able to catch everyone but there are numerous cases on both this forum and the old boards of gameplay trolls being banned. Don't believe me? Well Here are two examples of gameplay trolls being banned. Yes it's just two examples, but it proves that they do get punished. If you reported them and they have a history of acting up like that then they will be punished. The reason that it takes longer to punish them is because the system has to be sure that they're actually trolling via gameplay, which can be difficult (but not impossible) to track at times than simple verbal abuse cases are.

In low Bronze especially it is very difficult to differentiate a troll from a regular player. Do you part and report them if they are indeed trolling and just move on.

I have accounts above this, and I play on this for the Summoner name. It's not a matter of reporting, b/c they reward scumbags. It's so old. Riot just wants to steal whatever they can from you while promoting that "toxic" lifestyle that they encourage for new people that haven't dropped their wallet yet. When they spent money they magically enforce it, so they can force people to create new accounts to spend more money. Awful game, awful model, just like flex was a troll paradise, their entire game is designed to people to waste money, so Riot can punish them well after wasting their money on this trash.

This section of the forums proves that people get in trouble for being jerks both chat and gameplay wise. If Riot truly only cared about their bottom line then they wouldn't:

Give out free mystery gifts to people who show good behavior.
Constantly work on improving their Player Behavior systems.
Give people multiple chances to improve their behavior for the better before permabanning them from the game.
Provide punished players with in-client and emailed Reform Cards to help them get an idea on why they got punished in the first place.
Bring back Winter Summoners Rift in an updated form.
Hold contests with RP and other in-game gifts as prizes.
Give out special skins to those who do well in Ranked.
Allow up to 3 refunds per account.

I could go on but basically Riot not doing what you want them to do doesn't mean that they don't care about their playerbase.

I provided you with two examples that prove otherwise. Someone else acting up will never give you a free pass to act up yourself. P.S. If by "bringing to light" you mean "naming and shaming" then that's never been allowed on the forums and people have had their threads removed because of it (this is not the avenue to do that kind of thing on).

Expecting Riot (or any company even) to be able to rid the entire community of trolls and jerks is unreasonable and pointless. Trolls will always exist, but the best way that you can help get rid of them is by:

Not being one yourself.
Muting and reporting the ones that are.

Is it fun having to deal with a troll? Many people will say no. Is there a way to help get rid of the trolls? Yes. The more people that get the message that being a jerk is unacceptable the better. Also, free stuff may mean nothing to you and some but it doesn't mean nothing to others.

And the sooner you realize what I'm saying isn't just me, but hundreds of thousands of people every day trying to have 'fun, tryhard, ranked games' the sooner you'll make way more people happy. Read my original response to you in this thread where I provided two examples of Riot punishing players who actively trolled via gameplay. Not only that but there are numerous examples in both this forum and in the TBI and PB forums on the old boards that being a jerk=punishment. Yes muting doesn't stop gameplay trolls from trolling but it does stop verbal abuse trolls from baiting you into a flame war.

I never said that trolling wasn't an issue, it obviously is, nor did I say that dealing with a troll is fun or enjoyable, it's not. If someone is acting up then report them for it after the game. Trolls won't get punished if nobody reports them for it.

Also, trolls will troll anywhere regardless of the mode. Even if you move all of the current trolls in ranked to normal there will always be a new person coming in to troll ranked themselves. There is no magical solution or miracle cure to trolling. The best ways that people can help curb trolling is to not be one themselves and to report the ones that are.

If reporting meant anything to people that actively played it would mean something. There is no reality to reporting, it's just a button. What, you punish 1% of 72 million a month? That's nothing. You'd rather punish myself, a person with legitimate concerns, that spends money on the game, then look into the people that make my own and the people I play with experience miserable. I experience 3 people a day that should never play another ranked again that never has anything happen. Ranked should be a privilege, not something they can shit spam and Riot rubs their shoulders as they do it. If you can't stop trolling normal, you shouldn't ever be able to have access to ranked. Once again, using some logic, but you know.

Trolling is a problem that exists across all game modes and not just ranked.
Define "troll gameplay" and "every player".

You are free to take a screen shot and submit a ticket to Riot Support. You aren't allowed to post names and complain about players on the LoL Forms. Naming and Shaming is considered a form or harassment. For example, if you have an issue with someone at work you either talk to them directly in a respectful manner or speak to your boss. You don't start verbal fights and smear their name for the entire office to see.

If you take some time to understand the process you will see that a lots of toxic players are caught and receive punishments. Considering that you posted here I am sure you had time to scroll through the endless lists of players complaining about their punishment. Just because you don't get to see the person you report get instantly punished doesn't mean the system isn't working.

Do your best to only concern yourself with your play and behaviour. In the end that's all that really matters. You can't control others, mute and report and move on to the next match. Sometimes you get good teammates, sometimes you get bad ones.

If Riot was really worried about profit then they wouldn't make every champion and rune available without spending a single dollar. They wouldn't offer hextech rewards, they wouldn't offer skin sales, behaviour rewards, rank rewards, free icons, ect.

Taking it into account, for most players trolling means not giving them all kills, I hope Riot would continue support trolling. Also almost everyone seems to think violating Sacred Meta is trolling. In every game I play my Zyra support, I get flamed for trolling, as I dare to choose to go for mid and late game and not focus on killing enemies. It does not matter if I explain why I take smite instead of flash, as those who are calling me troll cannot even ward or use mini map.

The sad fact is majority of players, who skipped leveling from 20 to 30 in normal draft, cannot grasp even basics of the game: Sad fact is co-op. vs. AI teach you play wrong. It teach your mind that kills are abundant and important. It teach you you need not ward or use mini map. And it teach you overaggressive play is best.

Almost none of mids and not many of top players can nowadays guard jungle, and help his start. Almost everyone flames on jungle or support who takes kills. Almost no adc can grasp harass supporting, and believe any kill of creep on support is stolen. The fact is almost none of LOL players can understand the game well enough to figure out when someone is trolling.

Main factor of trolling is simple: trolls do all they can not to win. This facet is ignored by almost everyone, as is one word "intentional" from feeding. There is quite few people who grasp that the report is not for feeding, but intentional feeding. And as even forums teach people death should be avoided every time, people can never learn to play and endure the fact you are going to die.
