Obviously the system isn't gonna be able to catch everyone but there are numerous cases on both this forum and the old boards of gameplay trolls being banned. Don't believe me? Well Here are two examples of gameplay trolls being banned. Yes it's just two examples, but it proves that they do get punished. If you reported them and they have a history of acting up like that then they will be punished. The reason that it takes longer to punish them is because the system has to be sure that they're actually trolling via gameplay, which can be difficult (but not impossible) to track at times than simple verbal abuse cases are.

You are free to take a screen shot and submit a ticket to Riot Support. You aren't allowed to post names and complain about players on the LoL Forms. Naming and Shaming is considered a form or harassment. For example, if you have an issue with someone at work you either talk to them directly in a respectful manner or speak to your boss. You don't start verbal fights and smear their name for the entire office to see.

If you take some time to understand the process you will see that a lots of toxic players are caught and receive punishments. Considering that you posted here I am sure you had time to scroll through the endless lists of players complaining about their punishment. Just because you don't get to see the person you report get instantly punished doesn't mean the system isn't working.

Do your best to only concern yourself with your play and behaviour. In the end that's all that really matters. You can't control others, mute and report and move on to the next match. Sometimes you get good teammates, sometimes you get bad ones.

If Riot was really worried about profit then they wouldn't make every champion and rune available without spending a single dollar. They wouldn't offer hextech rewards, they wouldn't offer skin sales, behaviour rewards, rank rewards, free icons, ect.

Taking it into account, for most players trolling means not giving them all kills, I hope Riot would continue support trolling. Also almost everyone seems to think violating Sacred Meta is trolling. In every game I play my Zyra support, I get flamed for trolling, as I dare to choose to go for mid and late game and not focus on killing enemies. It does not matter if I explain why I take smite instead of flash, as those who are calling me troll cannot even ward or use mini map.

The sad fact is majority of players, who skipped leveling from 20 to 30 in normal draft, cannot grasp even basics of the game: Sad fact is co-op. vs. AI teach you play wrong. It teach your mind that kills are abundant and important. It teach you you need not ward or use mini map. And it teach you overaggressive play is best.

Almost none of mids and not many of top players can nowadays guard jungle, and help his start. Almost everyone flames on jungle or support who takes kills. Almost no adc can grasp harass supporting, and believe any kill of creep on support is stolen. The fact is almost none of LOL players can understand the game well enough to figure out when someone is trolling.

Main factor of trolling is simple: trolls do all they can not to win. This facet is ignored by almost everyone, as is one word "intentional" from feeding. There is quite few people who grasp that the report is not for feeding, but intentional feeding. And as even forums teach people death should be avoided every time, people can never learn to play and endure the fact you are going to die.
