You can't report people for playing drunk/high

Every night I get reports for "intentional feeding" because I'm not playing sober. 1) its unintentional if anything and 2) it clearly states in Riot Support that I can do it.

https://support.riotgames.com/hc/en-us/articles/201752884-Reporting-a-Player

"ACCEPTABLE BEHAVIOR Here are examples of behavior that you should not report players for:

  1. DO NOT REPORT A SUMMONER FOR MAKING MISTAKES OR POOR JUDGMENT CALLS DURING THE GAME"

Being inebriated in-game and "making mistakes or poor judgement calls" is not a reportable offense

Yea, I'll totally report people for playing high or drunk if you are playing with me. If you are deliberately impairing yourself, you are deliberately playing worse than normal. No, it doesn't make you a better player. No it doesn't. No, it doesn't. It just makes you care less. Go play something else while you do that. Something that isn't so dependent on close teamwork.

If you are playing drunk and it's not with friends, it's kind of the equivalent of "Hey guys, let's build this tower, but don't worry I swear to drunk I'm not god" And then proceeds to bring everything down.

There's nothing you can do as far as reporting it to Riot.

If you're really mad, you could try this:

  1. Trace their IP address.
  2. Find their geographical location.
  3. Look up the phone number for their local police department.
  4. Alert the police that there is drug use going on at their location.

It's not "swatting" because they've openly admitted the crime was going on. It's not illegal to report them, and if they get a pot charge, they'll probably be off league for a while.

How do people even know you're drunk / high? Are you advertising it? If so, you're doing it to yourself. If I have a bad game while completely sober and I say nothing about it I never get reported. By playing badly and saying "Lol I'm drunk," it basically comes off like you are saying it's okay that you are hurting your team because of it.

TLDR : I don't give a fuck if you play drunk / high, just keep it to yourself and it'll look like you're just having a bad game at least.

Here's the difference though

The poor judgement call was made BEFORE the game started, knowing fully well that it could, and more than likely would, have a negative impact in/on the game. I believe it's definitely reportable as bad sportsmanship.

You are right that playing drunk/high isn't explicitly against the rules. That said, the fact that you have gotten enough heat for it to make a post about it suggests you are causing problems for other players. I wish people had higher standards than just "isn't punishable".

Why do people even know you are drunk?

You aren't getting heat or reported for being drunk, you are getting it for your behavior and play while drunk. Which is obviously negatively effecting people and is something entirely in your control.
