Racist comments all game and he isnt banned???????

This lee in my last game was spamming all game about how Ni**ers are all over. Saying mad crude and downputting things. Calling others other racial slurs as well, for simply dying in lane (in a normal game btw). But he isnt banned? You know this isnt the first time. Only seems that people who get famous on twitch get banned these days. This community is turning into absolute garbage. I see similar stuff like this all the time and nothing seems to be done.
