If you have been toxic and/or inting then yes you will still be punished for past offences. If you are talking about future offences then yes their is a lower ceiling for you to be punished again vs someone who has never been punished. If you are talking about a new account then (unless you got a ban like tyler1) you wont be followed to the new account and will start fresh.
If someone reports for the "lols" then it wont ban you. Even if you still have a lower ceiling for punishments unless it is actually toxic/inting then no you won't be banned (side note, if you report without it actually being an offence then you are just lowering the weight the system gives your report, frequent misreporting pretty much results in it becoming useless)
In the unlikely event that you DO get banned and it wasn't an legitimate ban then you can send riot a ticket and it will be reviewed and rescinded.
Will previous bans count if you've reformed? Yes and no.
No, in the sense that if you have done nothing reportworthy, than those reports will be discarded. Same as for someone with a clean account
Yes, in that if you slip enough for a new punishment, your previous ones will dictate which level the next one will be at.
However, if you consistantly show reformed behavior, your account can be brought back into a clean state. But it'll take time and consistant play. Last I heard, roughly 3 months to move back 1 tier. That translates to about 9 months to clear after a 2-week ban.
yep you can get reproted for literally anyhting and since your flagged ..... good luck not gettign banned. all it takes is for people to report you for anything on the same game and bam your banned. i was banned off of 1 game becuase was i toxic no i was not i said kindred is a trash jungler..was referring to the champ becuase i even stated that in a sense. they literally reported me for playing alistar as a ap bruiser. I was getting kills does that mean i was ks....umm nope cant ks when i 1v1, turret dive to secure kills and get kills when ur dead....
