i think this is considered naming and shaming.... its true, but i think its still not allowed
Bans are the result of an escalating system across many games; if he acts like this consistently then he may get punished depending on where he's at on the tiers, but what you showed here isn't going to get someone banned and absolutely doesn't warrant one by itself either.
Also, don't start witch hunts.
