Can i get my perma banned remove and ask a perma chat restriction instead or its not an option?

Riot does not remove validly issued permanent suspensions from accounts. Your final warning was the 14 day suspension you received before a permanent one. A permanently suspended account is gone - there is no more access to it and the content on it is non-transferable.
If you'd like to start a new account, you're welcome to, but you'll have to start from the beginning.
