If someone tells me to kill myself, they SHOULD BE INSTABANNED which means I should get a Pop up saying that "my report triggered the broken system yatta yatta ya he's banned" it's been over an hour and I have received the message, therefore he wasn't banned for it.

When a punishment is issued, there is only a chance that a notification will be generated.
When a punishment notification is generated, it only goes out to the report that triggered the review. Especially in cases with 0 tolerance phrases, it's likely that more than one person reported.

Yes he REALLY did, more than once, several fucking times I fact, but since I'm a bad player or someshit riot will look at the chat logs and think " well, I mean, he isn't wrong, this guy SHOULD kill himself, let's let this one slide"

If you did not mute them that is your error
It simple just follow these three steps next time
If you receive a verbally abusive comment
1 Don't respond ( this includes any type of report x comment )
2 Mute them
3 Report on end game screen
Follow these simple steps and you wont be "flamed for an entire game "
