- Cheats Or Bugs

Soooooo for the more experienced players (mainly those who have been playing for several seasons now) something has been bothering me and I wanted an outside opinion: I see disturbing high number of games where either there is a bug (which is getting exploited) or people are cheating. They are doing things they shouldn't be able to do and doing it repeatedly. For example, a Shaco yesterday used his Ult twice in a row, he made a clone in a fight which we killed in 3.5 seconds, then he made a second clone 5 seconds later which we also killed. I also saw a Blitzcrank try to make a pull (which he would land) and his hook went right through them (they had no items or abilities to make them untargetable etc). Anyways, I see stuff like this waaaayy too often, at least it seems that way compared to when I first started playing at the end of Season 4. I realize that maybe it was always this way and I'm only noticing now because I know more about the way things in the game are supposed to be as compared to before. So my question is do others notice or think this is a problem with just bugs or hacks and is it worse or the same as League has been before?
