How Tribunal System works right now?

couple of days ago i saw Nightblue3's Video on Youtube about someone is salty on his game. since almost all the people really hate his salty and mean behavior, either 7 to 9 people from that game Report that guy. (in this case the Lux) shortly after NB report them, the reported guy got Chat Restriction so fast (5 minute after reported got punished... rarely happens to me) in the old days, The Tribunal (the voting) is the place where people will be judged. but sometime people say there are some private riot people that see the case personally (just got the info but not sure). and its been a year since Tribunal is under "Maintenance". So how the tribunal works at this time? No More judging or reviewing from the fellow summoner again? and will be retired (so only those private riot people that personally judge)?

Nah, it just happened that Nightblue was part of the final game that got the summoner banned, so he got the popup. The person was already in a game, so Riot can't ban him/her right away since that would lead to a 4v5 so it happens after the game.

actually the player itself is NB's Opponent at the next game. but what do i mean is... that guy got punished so fast, right after being reported. while there are tons of people that didn't got punished for a long time (either account banned or maybe Chat restricted)

Yeah, that's what I'm saying. The person was already in champ select and ended up in the same game due to rank. It happened that he/she was on her final straw when Nightblue's team reported the person but Rito doesn't force a queue dodge.

So nightblue gets pleasure out of getting someone banned rather than just muting someone he disagrees with? Hes laughing at how hes making lux tilted then continues to do the things that make her tilt harder and instead of being the good teammate he claims to be, he tries to get her permabanned? I mean this is EXACTLY what is wrong with the system. Sure lux is negative, and a chat restriction seems logical here. But a permaban? Holy god. Proof that the whole system is broken.

Sidenote, Im un-following NB on twitch. What a prick.

After watching that video, that Lux earned the ban completely on her own. You might notice that NB did not say anything. NB didn't need to do jack shit. He certainly didn't need to TRY to get Lux banned. Lux got pissed over a few CS. I laughed too. It was really funny.

If you think calling someone a retard for taking a few CS is justifiable, I would never want to meet you in real life.

well, it could have been a chat restriction, can't know the punishment (you agree that they should be punished either way, the type of punishment depends on how bad they are and other punishments they've gotten). also, makes sense for a rengar to go for adc anyways so not much difference in what he would have done anyways.

as for the first game, he was just pushing the wave to tower and the lux started getting made and calling people retards. most people wouldn't take them seriously and would just play the game. even if he had muted the lux, the lux would still have been angry anyways since it was people's actions and not words that made the lux angry in the first place. calling people retards should be punished.

On your other point, that nightblue is "just pushing waves" is difficult to discern in the context of this game. He clearly states that he enjoys when people get tilted, and thinks its funny. Then continues to persist in the behavior that she unpleasantly asked him not too. I understand there could be a tactical reason to push hard and thereby take her CS to get the tower for example, but we do not see that evidenced at all in this clip. I would argue that he never thinks he can get the tower, but he just wants her CS. If this is the case her gripe is quite legit and NB is being a non cooperative teammate. BTW, he verbally reinforces this notion throughout the game to his viewers so we can understand his mindset quite easily. He IS trolling her. He is in the wrong.
