How Tribunal System works right now?

couple of days ago i saw Nightblue3's Video on Youtube about someone is salty on his game. since almost all the people really hate his salty and mean behavior, either 7 to 9 people from that game Report that guy. (in this case the Lux) shortly after NB report them, the reported guy got Chat Restriction so fast (5 minute after reported got punished... rarely happens to me) in the old days, The Tribunal (the voting) is the place where people will be judged. but sometime people say there are some private riot people that see the case personally (just got the info but not sure). and its been a year since Tribunal is under "Maintenance". So how the tribunal works at this time? No More judging or reviewing from the fellow summoner again? and will be retired (so only those private riot people that personally judge)?

Nah, it just happened that Nightblue was part of the final game that got the summoner banned, so he got the popup. The person was already in a game, so Riot can't ban him/her right away since that would lead to a 4v5 so it happens after the game.

So nightblue gets pleasure out of getting someone banned rather than just muting someone he disagrees with? Hes laughing at how hes making lux tilted then continues to do the things that make her tilt harder and instead of being the good teammate he claims to be, he tries to get her permabanned? I mean this is EXACTLY what is wrong with the system. Sure lux is negative, and a chat restriction seems logical here. But a permaban? Holy god. Proof that the whole system is broken.

Sidenote, Im un-following NB on twitch. What a prick.
