Ruined my ranked game

I got matched with this guy who played jax into darius and died 1v1 a few times, we told him to play safe and he said, ok ill stop feeding, and proceeded to stand under turret while the minions were on the other turret meaning he wouldnt collect xp, he fell 4 levels behind and started flaming me for not ganking, and then he proceeded to flame everyone, let the enemy darius take the turret and he said see now im playing safe, he then sat in the fountain while the enemies won the game. It was honestly just a wasted 20 minutes of my life, not because i played well ( i got super tilted, and started getting 2 manned in my own jungle and ended the game 1/7 (not something to be proud of) but people who just go afk and start flaming piss me off and it was clear to everyone in this game that this jax was afk and flaming so i dont understand why cant we just get these people banned for not trying and flaming and going in fountain and not moving. It made for a unpleasent ranked experience.
