The only part that's true.
By giving out warning instead of perma ban when a player makes an offense, they're giving this player more chances to hurt the innocent before they finally ban the player - and by then plenty of damage has already been done.
The assumption that in this game we should be given a chance to improve our behavior is wrong to begin with. We're supposed to have our behavior improved - to the point where we won't violate terms of service - before we play their game. But in reality ppl are not responsible enough to make sure they will behave before they step into places where they need to behave, so riot ends up having to deal with them in an attempt to be constructive yet imperfect at it.
