I tried to enter a game with my friend but it wouldn't let me connect. I tried to reconnect again and again for 5 minuets, i even restarted my launcher a couple times, but i still couldn't connect. I then decided to make this post, asking you to remove the penalties that i am going to get from not being in the game.

you should post in http://boards.na.leagueoflegends.com/en/c/help-support since you are having trouble connecting. The people in that section should be able to help you. Leaving one game shouldn't hurt your track record since it's not consistent leaving. You'll get a relatively small penalty for it.
