How To Get Trolls Banned.
Since the report system can not detect them especialy in normal games try to get the player to use the word "troll" or cuss in the chat so that he gets a chat restriction or a ban after the reports.

Negative, a real troll will never do that. I know that when my friend used to troll he always had one rule which was never talking crap or using words that could get him banned.
