Dodging A queue with trolls/ people getting away with it

Sometimes, I'm queued up to play some normals in Summoner's Rift but what happens is people just autolocks their champion and I am forced to dodge the queue and I get the punishment. Isn't there any way that League can change this? So much times are there examples when people also even swear in the game but they get away with it and they don't even get called out for calling me a %%%got or some piece of shit because I'm not positive. Really league???
