I ask because i thought i saw a_ riot employee _comment that it would reset to 0 then it would be ^^^. also because what about the people who have had 3 or more chat bans beforehand?

They didn't reset the ban levels. They just reset the existing restriction counts so players wouldn't have 100+ games to play through before the end of season and so they could implement a simplefied tier system.

The previous system had rolling chat restrictions. If a new restriction came while they were still working off a previous one, the new restriction would simply add to the total of games needed to get off restricted chat.

There were some people who had built up hundreds of games needed to get off chat restriction. A few had too many to reasonably expect to play out before the season ended, regardless of whether they'd improved or not.

The reset wasn't a full pardon. It was more like a parole. The current punishment may have been dropped, but it can still affect future punishments.
