I got 2 temp chat bans months ago and lately I have gotten reported some deserved some not. I'm a asshole sometimes when people piss me off. I definitely am not nowhere near like http://boards.na.leagueoflegends.com/en/c/player-behavior-moderation/ENgtGw0n-banned-for-no-reason-again

I am surprised I haven't gotten another temp chat ban since I got reported so many times within the past few days. did they stop the chat bans and just go straight to perm bans?

The new system (as of patch 5.18) is that after two chat retrictions, you're given a temporary 14 day ban, and after that 14 day ban, you are permanently banned. If you can go 3 months without getting into any trouble, your account will reset to chat bans again. Best to keep your head down.

Punishment escalation goes: 10 game chat restriction, 25 game chat restriction, 14 day ban, perma ban. Even if your offenses are minor. If they are serious however you can skip tiers.

If you have had 2 chat restrictions already your next punishment will most likely be a 14 day ban.

Punishment is on a 4-step escalating system now.

10 game chat restriction
25 game chat restriction
14 day account ban
Permanent account ban

For extreme cases, punishment can be automatically escalated.

There isn't a set time or a set number of games you need in order to drop to a lower punishment tiers (they don't want people dancing the line). A lot of it has to do with total games played, and some has to do with clusters of valid reports. So, if you keep playing without getting punished, you should see your account standing improve.
