On the climb to 30, is it normal to report at least one player every single game?

I used the word "player" rather than "person", because I have noticed that in every single one of my games, there has been at least one bot in the game, and other than banwaves, it seems that the bot problem will never end. Is it normal in League to report at least one player every single game now on the way to 30?

Edit: I'd like to add that my last game had 4 bots on my team. I found out by seeing all 4 of them just rush the enemy with blatant disregard and no use of a skill.
