LeaverBuster penalty levels

Sometimes, there are those of us who begin the game immature and ragequit. Sometimes, that continues and people need to get penalties. Most of the time, they just spam AI games to get off punishment. Not effective enough. There needs to be a minimum number of wins in pvp without leaving to get off your penalty queue. Furthermore, there needs to be a system such that after x PvP games without leaving, you lower the penalty level. Personally I've reformed myself to the point where i don't deliberately quit games unless i'm relogging. Also, my girlfriend's wifi went out and the team ended the game when we could have waited and she got put on leaverbuster, despite the fact she logged in right as the victory animation occurred. While I fully support LeaverBuster, I do believe that some fine-tuning is needed on the system. Akali says please balance this system.

This is a good idea, but I'm not sure that Riot is going the right way with the punishments. If you get leaverbusted, then all you have to do is wait about 5-20 minutes(depending on the level of leaving you're on) to shave off the punishment. Maybe they could restrict a person from playing PvP, similar to a ban, but focused towards the mode a person was playing.

Example: I left a game on SR. LeaverBuster punishes me by saying I'm not allowed to play SR for an hour, but I can still play other game modes. This is just a suggestion though; I don't know much about the reasonable types of punishment for leaving a game.

EDIT: This type of punishment is somewhat similar to CS:GO's way of punishing someone if they leave a game.
