First of all, if you're trying to get Riot to take your post seriously, screaming at them then whispering "cocksuckers" which isn't even spelled right is not the way to do it.
Second of all, I'd like to know how you got the omnipotence to know if someone's a troll before the game actually starts and is player, and isn't just joking around during champ select and/or playing a non-meta champ/role combination.
Any anti-troll tools need to be proofed against misuse, lest they become tools FOR trolls.
Surely you can see how such an option as voting to kick a "troll" in champ select might be abused.

better abuse a kicking sistem then to have to dodge or lose game cause of troll...If its just a system who makes the troll play in another team that accepts him im ok with it and i would like somthing like that...how u get the surr vote will be ok if u get a kick player vote and only if u have 4 votes from ur team u get him kicked. In ranked is awsome..and cause u cant get any more then 2 premades definitly wont get kicked just cause the premades dont like u!
Too easy to abuse a vote kick.
Yeah i understand that it can be abused but they shouldnt implement it in the way i said. They can find a MUCH better option.
