So this has happened to me twice now. I get into a normal draft pick and everyone selects who they want to play, great. But eventually someone bans a champion that you want to play. If they ban a champion because they were running out of time, or they didn't look at their team comp, then I understand. But then there's those people who ban champions that people want to play just for the sake of being a meanie. Is this a reportable/banable offense?

I don't show my intent pick for this very reason (also i dont play many popular champs, maybe cait but shes rarely banned). Usually if someone wants to know, they can ask and I've never had it banned after someone asks... I don't know why that is though.
Oh ya I forgot to answer your question. No it is not a punishable offense.
Showing your pick intent in norms is like asking to be griefed brah. If someone asks what I'm playing I say AP tank.
I will ban your champ in a normal game because it is SO MUCH FUN to bait out a reaction out of asshurt idiots like yourself. But yeah, it does suck. Just dont pick your champion unless they are currently high priority bans. Also YASUO IS NOT BROKEN?!!? STOP BANNING HIM WTF IS WRONG WITH THIS COMMUNITY?
As far as I know you can report them because it is unsportsmanlike conduct. As long as you report them and state why (in the comment section of the report) they probably will get punished especially if they continue to do it. But again they have to state in the chat that they are doing maliciously because they won't take an assumption.
Now don't be confused with someone banning the champion you want just to be mean, to someone who bans your champion because you are last pick and the champion you want is currently FotM. I almost always ban Blitzcrank. Unless another person wants it it's basically a given for me because I don't want to deal with a champion like that!
they banned ur champ for 3 reasons, ONE, you are the last pick and they are scared they would pick the champion first.
SECOND, they are scared you would suck every single d*ck fart with that champion (no offence)
3RD, probably blind people AKA trolls AKA annoying premades AKA whatever
