Multiple Accounts

Riot needs to prevent multiple accounts being created by people who use them for nothing but greifing and trolling people.

Now don't get me wrong there are multiple reasons to have several accounts, such as pro players just wanting to play but also Youtuber's and Streamers who are doing Bronze to Diamond or Plat and such. However Riot could easily implement a system by which players who wish to do those types of things can request an additional account from Riot that is linked to the original account (Skins, Champs and such). For those players who are shown to have multiple accounts that have negative reports against them can be banned permanently on their main account.

The issue that I see currently is that players who are reported for something and banned take 5 minutes and they have a brand new account that they can continue harassing people on. Or they have accounts that they use specifically to troll people because they know nothing will happen to them unless they are a major streamer. There must be a way for Riot to police these players for this.
