How to carry feeders (advice plz)

Hi, I'm climbing on my other account and have climbed 3 tiers in the past few days. Silver elo is cancer, people feed their lane an absurd amount like going 0-12 and refuse to start playing passive. Almost all of the games I do lose is the result of all lanes aside from my own and even the jger feeding. I'm not trying to make this post saying "I can't escape this elo because of my team" because I can and have. I just want to know if these games are even winnable, people just feed an absurd amount and seem to not cooperate. I usually win my lane and even if it's a difficult match up I play safe. I try to roam when I get leads but as I've said no one follows up. This happens very frequently and it seems to be out of my control. Any suggestions would be nice, thanks.
