He simply added me to say "kys" I took a picture would it be worth it to send it to riot?

This happens to me yesterday. I feel bad for you.
The really nasty ones take advantage of the lack of an ability to copy-paste summoner names in the new chat and the fact that most players in North America have english keyboards, non-english summoner name.
In general, I don't believe Riot really polices actions in private conversations like this, because it IS an opt-in experience. It does suck that you experienced that though. :(

It would take much less time to actually send a report to player support with your ss than it is to create this thread and read/respond to it.
Just send the report ticket (you lose nothing whether that is a valid report or not) and move on.
The longer you linger in this thread, the longer it is you are not moving on....
