Which offense needs stronger punishment

I just had a game where I was zed bot with morg. I get it, zed is not a bot champ. This is a normal summoner rift game and we are playing with unranks, bronze, and silver players. So morg was taking cs and i let her because she has range to take cs more safely than zed, so all game I focus on poking. We basically win lane but since top, mid, and jungle are losing as they are each 1/4 mid game, they are still tending to their lanes while the enemy mid and jungle constantly pressures bot by ganking and seiging our tower, basically shoving wave and attacking tower as we cannot contest a 2v3 or 2v4. Towards the 20 min mark, morgana starts saying we lost cuz zed. This makes me incredibly mad since I am 5/3. Me and morg both won our lane but since they had 3-4 people take down our first bot tower, she basically said it was my fault we lost because im zed adc. Despite me letting her cs so she was actually the adc or the gold was funneled into her while i was the support aka the dude who didnt get the cs and just assists her in lane. Anyway, we won our lane until vlad and shaco kept coming bot and taking our tower, so i told morg that we won lane it's just the mid and jungle kept coming bot but morg says we didnt win lane since they took our tower and its all my fault cuz im zed adc. It is very demoralizing playing where even though I did not pick a champ normally played at bot, I did my best and we were actually winning if it was a 2v2 scenario. Another point I kept making was that whether I was zed bot, or mf, it would have made no difference to the fact that our top, mid, and jungle lost and that bot would still be pressured and that even if i were a typical ranged ad champ, it would still be too hard to 2v3 or 2v4. Morg would not listen and kept blaming me. What infuriates me the most is that, I find most of the community at lower skill levels thinks this behavior is acceptable because if you don't play like the meta, you are automatically a troll and nothing you say or do matters even if you played well or even was the mvp of the team,

I really wish this behavior was punished more severely like giving not a 10 in game chat restrict, but a starting point of at least 25 in game chat restriction, or worse should the player continue to do so. This behavior of people thinking it is acceptable to disregard anything a player does whether it was good or bad and just blame that player or watch them die because they purposely wont help you and lets you die to the enemy while they all run away mid teamfight to get payback for you picking a champ out of meta and laughing at you saying you deserved it. Sure I can mute, but it wont stop them from watching me die and them purposely not helping me in game. Sure I can report, but I just feel like the punishment is not severe enough for something like that. It should be as severe as someone being racist or saying a hate joke in my opinion. It's basically hating on someone because they picked a champ different for a lane and automatically discriminating on that player without even know if they are a troll who is trying to throw the game.
