Unless the permaban was an error on Riot side most if not all permabans are well permanent.

If it was for something you didn't do, like your account got hacked and someone was playing on it while you were away, then you can send a ticket into Riot and they will look into the issue. If you can provide appropriate evidence to prove you did not commit the action for which you were banned, they will. However, to be banned for toxic behavior is very hard to do, so if that's what you're banned for most likely you are not going to get the ban lifted because you've proven that the chat-restriction strike system wasn't enough to reform you and even after multiple chances you did not show changed behavior. They ban people for a reason, and it's to keep the community as positive as possible. If you feel wronged, you can submit a support ticket and start a dialogue and see what happens.
