One of my favorite dynamics of League of Legends is when I wait out a long ranked game queue, get into champion select and my botlane is double tp/ignite Yasuo Illaoi, both are flamers and my mid lane is threatening to troll.
I wait until the game timer counts down to 1 second and leave queue, **and I get penalized by not only losing LP, but also getting a 6 minute dodge timer **

Little did you know, while u had 3 trolls on your team, there were 5 trolls on the enemy team and your team would've won that had you not dodged.

In all seriousness though, I believe deep down you understand why dodging induces penalty no matter what the circumstance is. Everyone has his/her own "justified" reason to dodge, and if they allow exceptions to dodging penalties then this function will get abused to the point where not a single game would start because of any small dissatisfaction.
Not sure if seriously salty, or just...Sarcasm?
If you know how to recognize a bad set of team mates before the game starts you should know how to recognize the reasoning for the dodge timer.
Just think about it for a minute.
