When things like this happen and nothing happens to these kinds of people, how is this okay? When I accepted the request I didn't realize who it was so that's the only reason. But I find it kind of funny that people would do this kind of thing. People like this person kind of bring down my enjoyment of the game, and I feel like there's nothing I can do about it. I'm not just complaining, even though it sounds like I am. I'm just a little bit annoyed.
First block the player's names, that I believe would be a violation of the board's rules. I would keep the orgional screen shot and report it to Riot though submitting a ticket.
Just like what Awkward couch said, you need to block out the name, or Riot takes it as starting a witch-hunt. You can report it by going through the support link above (on the top bar).
You copy pasta, let riot know what happened, and hope they do something. You'll get a generic response like this after they reply to you:
We will investigate your report and take any actions we feel are necessary. Please keep in mind; we cannot disclose any disciplinary actions that may be taken due to privacy reasons.
Even if you were unable to use the report feature, please continue to use our in-game reporting system whenever you can. Reports you make provide us with valuable tracking information and help to escalate players to our attention for investigation. I really don't know how players like this expect us to respond. What do you think they'd like us to say:
a) "My hero, you're so cool!" b) "You're my best friend!" c) "I love you too, cupcake!" d) "Such eloquent language, are you an author... or a poet?" e) "I'm sorry for reporting you, there was definitely no reason to do so. Your derogatory attitude and offensive language are paving the Fields of Justice for a positive community!"

The screenshot provided and the limited amount of text smells like a troll setup honestly. Again forum moderators are slacking you need to be banned yourself with this witch hunt.
