Does Riot place people who have been punished for toxic behavior with other toxic players in ranked?

Hey Icemelt, the concept is usually referred to as "Prisoner's Island". We don't use it in our LoL disciplinary systems.

Prisoner's Island does not exist in League, as we don't believe it's strong game design.
Matchmaking toxic players with toxic players only encourages more toxicity, and seldom do you see reform or player behavior improvement in these contexts. It also creates a situation where toxic players will want to create a new account to "get out" of Prisoner's Island, so they are now interacting with the new players and creating even worse experiences for them.
Prisoner's Island designs can work for more binary behaviors such as Leaving, where players know exactly why they ended up in Prisoner's Island and exactly how to get out of it (i.e, play games without playing). However, with more subjective behaviors like verbal toxicity, Prisoner's Island designs aren't very effective reform.
Prisoner's Island sounds like an amazing concept already in place whether Riot admits it or not. If your too toxic you don't win. Thus, less mechanically skill toxic people fill bronze up and the mechanically skilled toxins infect platinum.

It's called low ELO. Which sucks, because even "average" players get to deal with toxic people a lot.

I like the way he accidently gave a reason for Prisoner's Island in his reasoning not to implement it.
Which Riot says they don't but sometimes it sure feels like they have.....
