This week at around the same time, something like two thirds of the players in my games hit honor level 3, myself included. I wouldn't be at all surprised if in another week, most players that haven't already gotten it will get it. What's the point of the honor system if practically everyone who isn't toxic as all hell is the exact same rank?
Or, you're not supposed to be grinding for it. You're just supposed to be consistently a decent person and the honor comes naturally... People who are consistently decent receive the honor rewards.

They've been taking a page out of World of Warcraft's book for quite some time now and just making the game easier and easier for millenials to make progress and get rewards...
Except in WoW you still don't get Perm banned for talking shit to trolls. In that regard, Riot is in a 'League' of it's own. LOL

It does seem very odd that all of the sudden everyone is getting 3 at the same time. I know that you get honor for each game regardless if you're "honored". Perhaps the amount of honor you get is not much diff from those honored and not, and that is why Riot keeps it under wraps, so people don't get butt hurt about that. I wonder also if there is a daily cap or something and that all these 3s are people that capped each day since release.
Toxicity is not needed. Just being reported, as system is totally automated.
Riot considers people that play and don't get punished as honorable.

Or you know, they get honored a lot and it took this long for it. Unless Riot lowered the bar a bit because some people get honored just for carrying.
