Actively inhibiting a game

Recently, especially in Odyssey, players have been actively playing the game, wandering around and doing things to avoid getting AFK busted, but they don't actually contribute to the game. In the most recent instance of this, my team was hard carrying such a person through Odyssey Onslaught, attempting to do a 2 augment mission. This person equipped only 1, purchased a full set of 6 tears, and continually went around each tileset claiming the fury buff to prevent anyone else to get it and directing enemies into the most inconvenient corners. Despite managing to make it to Kayn (though, naturally, we couldn't hope to put out enough damage before Kayn linked to everyone to insta-kill), the person went on to say "It doesn't matter what happens, I win. If you guys lose this game, you fail the mission and get nothing. If you win, I get the completed mission regardless." How in the world can we deal with people like this? They specifically avoid breaking the "rules" of saying anything rude, not going afk, exhibiting any behavior that's detectable by bots, and laugh in people's faces getting angry about them ruining their games because they play the game in such a way to disrupt everyone else. With the reports I've done, I've reliably gotten alerts that punishments were issued, but that only ever happens for people using vulgar and offensive language. I haven't actually seen gameplay behavior punished, even when it happens in almost every game.

They are technically still "breaking the rules". Just because they don't get punished dosent mean they didn't break the rules.

But yeah, people rarely get punished for gameplay offenses. Because anyone that is smart enough to trick the system, can make it extremely hard to punish them

People whom intentionally throw the game will be punished under griefing. While the automated system may not punish them on the spot, they will still get punished upon manual review.

They don't get away with it.
