Do you still get the ranked border if your honor is 0/1?
Im currently honor level 2 but Ive heard being lower removes your ranked rewards. Does this include the border?

Yes, the border is a ranked reward
Yup, under 2 gets nothing.
the border is changing next year, so that it updates with your current rank throughout the year. we actually don't know how it will work with honor yet.
you may be able to get it partially for the year.
